What is a BID?
A business improvement district (BID) is a public-private partnership in which property and business owners of a defined area elect to make a collective contribution to the maintenance, development, and marketing/promotion of their commercial district. BIDs are driven by community support and require legislative authorization in order to be established.

How many BIDs exist in Washington, D.C.?
Washington currently has eight BIDs. The NoMa and Capitol Riverfront BIDs were both created in 2007. The others are: Downtown, Golden Triangle, Mt. Vernon Triangle (which is a Community Improvement District or CID), Capitol Hill, Adams Morgan, and Georgetown.

What are the boundaries of the NoMa BID?
The BID is bounded generally by Massachusetts Avenue to the south, New Jersey and North Capitol Street to the west, and Q and R Streets to the north; it also extends eastward just beyond the CSX/Metrorail tracks.

Where is the BID office located?
The BID’s office is located at 1200 First Street, NE, Suite 310, in Washington, D.C.

What is the BID assessment?
· Land, parking lots, industrial properties and properties with fewer than 50,000 square feet are assessed at the rate of $0.05 per hundred dollars ($100) of the prior year’s assessed value.

· Office buildings and other commercial properties in excess of 50,000 square feet (except residential and hotel properties) are assessed at the rate of $0.15 per rentable square foot.

· Residential properties of ten units or more are assessed at the rate of $120 per unit annually. Residential properties with fewer than ten units are not be subject to the BID tax.

· Hotels are assessed at $90 per room.

Assessments are paid twice a year, in the fall and in the spring.

Does the BID have any other sources of income?
The NoMa BID is a nonprofit organization that accepts contributions, grants, and in-kind donations.

Who is in charge of the NoMa BID?
The BID is governed by a Board of Directors, currently chaired by Bruce Baschuk of J Street Development. The BID has two full-time employees: President Elizabeth Price and Director of Operations Merrit Drucker.

How can I participate in the NoMa BID?
Most property owners and commercial tenants within the BID boundaries are members of the NoMa BID. BID members and other stakeholders are encouraged to participate in the BID’s various committees: Clean, Public Safety, Homeless, Infrastructure, Marketing, Retail, Community.
